George W. Bush, to Bill Clinton: "Thanks for your service to the country, and welcome back to the White House. We're really glad you're here and I know the President is, as well."

I think he was talking to former Clinton staffers, and was referring to Clinton as "the President" in this case, rather than "the former President." At least, that's how I glean the remarks in context.
