Scientology's Intelligence Operations against Gabriel Cazares

      In 1977, FBI agents raided Scientology properties (Fifield Manor and the Cedars Complex in Los Angeles, California) and seized a number of documents. Among these were several pertaining to Scientology's illegal covert operations against Clearwater mayor Gabriel Cazares, who opposed the church.

      These are just a few of the documents seized; in total, there were over ten thousand documents, which were instrumental in convicting many high-ranking Scientologists on felony charges. More of these documents may be found here.

      I have attempted to retain, as closely as possible, the formatting and typographical errors in the original documents. Handwritten additions to the originals are indicated by the use of italics.

A status report on activities to dig up dirt on Mayor Cazares' past. This operation was probably run in 1975, because the data on this report was used in a "fact sheet" distributed to the local media by the Church of Scientology on 30 January 1975. (Complete)

30 Jan 1976 FACT SHEET: Gabriel CAZARES

A six-page "fact sheet" distributed to the local media by the Church of Scientology on 30 January 1975, in an attempt to turn local opinion against Mayor Cazares and his wife. (This document is still being converted to HTML; Page 1 is complete.)

3 Mar 1976 SPEEDY GONZALEZ

A plan to "ruin Mayor Gabriel Cazares' political career by spreading a scandal about his sex life broadly." This plan also involved harassing a completely innocent college student and his mother. (Complete)

5 Mar 1976 Re BASE

A document informing Duke Snider that, among other things, Cazares would be going to a Mayors' Conference in Washington, DC, and that a set of operations was being planned to "welcome the Mayor to the nations [sic] capital [sic]. The date on the memo is obviously a typo (unless the Guardian's Office really planned that far in advance). :-) (Complete)

15 Mar 1976 RE: Mayor Cazares

A report of an incident that occurred while Cazares was in Washington, DC, which Dick Weigand felt could be used to Scientology's advantage. This was the beginning of an illegal covert operation that was discovered as an attempt to frame Cazares. (Complete)

23 Mar 1976 OP ITALIAN FOG

A preliminary draft of an operation to "discredit C W's Mayor and weaken his power in his attacking actions at the Base [Clearwater]." This operation was to involve planting false records of a marriage in a "Mexican Bordor [sic] town". (Complete)

6 Jun 1976 Mayor Cazares Handling Project

The Guardian Programme Order #1398, which had as its major target "To remove Cazares from any position from which he can fight the expansion of Scientology or United Churches in the Base area". Any group which carries out political activities such as this one is ineligible for an IRS 501(c)(3) exemption. (Complete)

This document, probably written in early- or mid-1976, involves an operation to ensure that Cazares resigns as Mayor and fails his bid for a Congressional seat. It indicates that the Guardian's Office had infiltrates Cazares' campaign staff. (Complete)
